class=\"has-text-align-center mb-2 has-blue-color has-text-color has-wpdc-extra-large-font-size\">MISSION<\/p>\n\n\n\n<p class=\"has-text-align-center\">Crime Victims Assistance Centres, or CAVACs, offer front-line services to any crime victim or witness. Help from CAVACs is available whether the perpetrator of the crime has been identified, apprehended, prosecuted or convicted.<\/p>\n\n\n\n<p class=\"has-text-align-center\">The CAVACs work in collaboration with experts from the legal community, health and social services networks and community organizations. CAVACs treat victims of crime with respect for their needs, and they proceed at a pace that is comfortable for each person they assist. The assistance centres believe in the victims\u2019 abilities to manage their own lives and make the decisions that affect them.<\/p>\n\n\n\n<p class=\"has-text-align-center mb-2 has-blue-color has-text-color has-wpdc-extra-large-font-size\">HISTORY<\/p>\n\n\n\n<p class=\"has-text-align-center\">In the 1980s, Quebec\u2019s victim advocacy and assistance organization (AQPV) made representations to Minister of Justice Herbert Marx to have legislation passed in Qu\u00e9bec that would clearly establish the rights of victims and facilitate the opening of assistance centres for all victims of crimes and their immediate families.<\/p>\n\n\n\n<p class=\"has-text-align-center\">As a result, in 1988, the National Assembly enacted the&nbsp;<a href=\"http:\/\/www2.publicationsduquebec.gouv.qc.ca\/dynamicSearch\/telecharge.php?type=2&amp;file=\/A_13_2\/A13_2_A.HTM\" target=\"_blank\" rel=\"noreferrer noopener\">Act respecting assistance for victims of crime<\/a>. This Act also established the crime victims assistance office, or BAVAC (<em>Bureau d\u2019aide aux victimes d\u2019actes criminels<\/em>), at the&nbsp;<a href=\"https:\/\/www.justice.gouv.qc.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Justice<\/a>.<\/p>\n\n\n\n<p class=\"has-text-align-center\">The Act made the&nbsp;<a href=\"http:\/\/www4.gouv.qc.ca\/fr\/Portail\/citoyens\/programme-service\/Pages\/Info.aspx?sqctype=mo&amp;sqcid=121\" target=\"_blank\" rel=\"noreferrer noopener\">BAVAC<\/a>&nbsp;responsible for supporting the establishment and ongoing operations of crime victims assistance centres throughout Qu\u00e9bec. To finance these centres, the Act also created the Fonds d\u2019aide aux victimes d\u2019actes criminels.<\/p>\n\n\n\n<p class=\"has-text-align-center\">Just a few days after the passage of the Act, the Justice Minister announced the opening of the first CAVAC in Qu\u00e9bec. Sixteen other CAVACs have been opened since.<\/p>\n\n\n\n<p class=\"has-text-align-center mb-2 has-blue-color has-text-color has-wpdc-extra-large-font-size\">ORGANIZATION<\/p>\n\n\n\n<p class=\"has-text-align-center\">Crime victims assistance centres, commonly referred to as CAVACs, are non-profit organizations that are governed by the&nbsp;<a href=\"http:\/\/www2.publicationsduquebec.gouv.qc.ca\/dynamicSearch\/telecharge.php?type=2&amp;file=\/A_13_2\/A13_2_A.HTM\" target=\"_blank\" rel=\"noreferrer noopener\">Act respecting assistance for victims of crime<\/a>.
